- Footsteps refers to an early warning system that may alert police managers to the need to switch jobs.
- Often police managers can't cite a single alerting factor-it may just be a feeling, a realization that it is better to leave at their own discretion while still on top.
- Four factors can contribute to police managers hearing footsteps at some point in their career:
- Police leaders tend to be younger these days and are therefore politically vulnerable for a greater period of time than were their earlier counterparts.
- Many police managers are employed at the pleasure of the hiring authority and can be discharged without cause.
- Elected governing officials change and their replacements may have hidden agendas or may not be in agreement with older members regarding police-related issues.
- Today's police organizations/unions are politically oriented. Votes of no confidence against the chief are not unusual, and the organizations frequently have a political relationship with hiring authorities and elected governing officials.

The answer should include the following points:
- In reality, all of us are, to some degree or another, political in nature. The core word politic means "artful" and "having keen sight." Police leaders should have both.
- If both the methods and the purposes are legitimate, then being artful and insightful can be referred to as "leadership" and those involved "leaders."
- It is virtually impossible to "avoid politics." Remember that your "politics" must be linked to and guided by your moral character.
