A vehicle fails an emissions test for high NOx. The engine has an EGR valve position sensor. The engine has a rough idle problem, and a diagnostic trouble code (DTC) representing the EGR (Exhaust Gas Recirculation) valve is stored in the powertrain control module (PCM) memory.  Technician A says the EGR valve may be stuck open.  Technician B says the EGR passages may be restricted with carbon.  Who is right?
