There are several factors to this. One is that conservative thinking sees welfare as a moral problem or an attitude that "poverty is a choice" that rationalize less funding for programs. Another factor is that when the economy is not doing as well, there is both less money and people in general are less inclined to be more charitable. Examples might be the growth in those needing help, more single parent households, the fall in those attending church, etc.
