Question 1

The response to poverty had 3 major components; 1) the identification of depressed regional areas, 2) the civil rights revolutions and 3) the shift in the composition of public assistance rolls that began in the early 1960s. What was the main emphasis on and how were these 3 areas analyzed and addressed?

Question 2

The Economic Opportunity Act of 1964 was a major factor in President Johnson's War on Poverty. List 2 specific provisions of this Act, their purpose and whether they were effective. Are the programs still in effect today? Lastly, comment in general on whether the War on Poverty was successful.

Answer 1

The main emphasis was on employment. There were multiple areas of legislation that sought to address the 1st. area. These could be explained in detail of the names and what they hoped to accomplish. The 2nd area includes measure of poverty and the awareness of the role of discrimination. The Civil Rights Act was developed to help address these issues. The 3rd area viewed the cycles of less and more unemployment coupled with increased in non-traditional families more at risk of poverty and receiving ADC.

Answer 2

There are multiple programs that were developed during the War on Poverty. Some of these include Head Start, Adult Basic Education, Work Study, Community Action (which involved multiple programs, Upward Bound, etc. Most of these are still in effect today and most remain successful. Including specifics about how they ae successful would be helpful. There have been large funding cuts to some of these programs. Whether the War on Poverty was successful remains debated and different ideological perspectives see this in different ways. The student can take the perspective they believe and discuss this. Either answer can be correct.
