The use of scrubbers has reduced sulfur and particulate emissions, but the
emissions are still so large that the effects won't disappear anytime soon.

Answer to Question 2

There are effects on adjacent territories because the reflectivity (albedo) of some
areas affects other areas in terms of rainfall, cloudiness, and temperature.
