Any stimulus causes a reaction even a neutral one.  The Neutral Stimulus simply gets the subjects attention it does not necessarily cause a reaction that is positive or negative.
A bowl of oatmeal will cause a reaction.  ( you will notice it)
A bowl of Ice cream will cause a reaction ( you will want it)
A bowl of Lima Beans will cause a reaction ( you will vomit)
