The answer should include the following points:
- A top‐down organization looks like a formidable pyramid. It consists of many layers of managers and prestigious job titles; it thrives on written policies and rules; it emphasizes complexity. The manager is the ultimate boss, and authority trickles down from him. This is a "bureaucratic" organization.
- The bottom-up organization looks, on paper, like a fluid Frisbee. It consists of a few layers of leader-managers with fleeting attention to official emblems of rank; it thrives on flexibility, action, simplicity, and empowerment. The leader recognizes that authority is bottom-up. This is an agile organization.
- Which is better depends on the manager's degree of commitment to actually empowering his or her staff to experiencing career well‐being in a team effort. In other words, does the boss want to be a leader or a manager! A leader relies more on the self-control of an empowered employee, while the manager uses external controls.
