The IMF, World Bank and Similar institutions that is if the government is not corrupt. Also culturally some countries may not be prepared for or want what we consider to be the best we have to offer.

Huh, well corruption on a massive scale, civil wars, crushing poverty, no money, no capital, anarchy, no regulations, slavery (yes even still. look up "blood diamonds" or "child soldiers")...list goes on forever
