Answer to Question 1

She is probably assuming that her students will work harder to complete their maps if they are given reinforcement for doing so.

Answer to Question 2

Ms. Wyatt's inconsistencies include these:
She imposes different consequences when the students don't finish their work. She asks Nick and Derek to finish their crossword puzzles during free time, but insists that Molly, Helen, and Lori miss music.
She responds differently when Eldrick and Samantha tease their classmates: She responds to Eldrick's comment by teasing Nick and Derek as well, yet she chastises Samantha for a similar teasing remark.
She promises free time for Meesha's group, then reneges on her promise.
