Answer: Kohlberg thought that level of cognitive development and opportunities to engage in moral discussions with parents or peers were the two most important factors in moral development.

Answer: Kohlbergs three levels of morality, from lowest to highest, are preconventional morality, conventional morality, and post-conventional morality.
