Answer to Question 1

That is a problem. Often municipalities contract with landowners who have property in low-income areas where
the income generated by the construction and use of the landfill creates needed jobs. The poor often have little or
no voice in making political decisions like granting permits for landfills. Today, landfills almost always go to areas
where the people have little political clout and need the money.

Answer to Question 2

Landfills are smelly. They attract flies, mosquitoes, rodents, and all kinds of undesirable critters. No matter how
well they are designed, they eventually produce leachate that gets into the groundwater, contaminating water
supplies downhill from the landfill. Dump trucks must bring the waste in, causing heavy traffic and noise, often
at the most undesirable times
