Answer to Question 1

Pipe cutters leave a small burr inside the cut end of pipe and tubes. This burr must be removed.

Answer to Question 2

Always use this type of wrench in a manner such that the force is in a down or clockwise direction with the movable jaw on the bottom when tightening a bolt.
