An Open circuit system differs from a Closed circuit system mainly by:
 
  a. Having the pump send its output to a directional control valve
 b. Having the pump send its output to tank
 c. Having the pump output send its output directly to an actuator d. Having a relief valve on the pump

Question 2

This may be an operator complaint that could stem from an excessive backlash setting:
