In the federal sector the agencies and exclusive representatives do not bargain over wages and are limited to bargaining over conditions of employment, which consist of personnel policies, practices, and matters affecting working conditions. Personnel policies and practices are indeed important to employees working in the federal sector; however, with wages not a component of bargaining, the impact of the Federal Service Labor-Management Relations Statute is not comparable to the impact of the NLRA on the private sector.
