Answer to Question 1

Most people are in a hurry to get where they're going. They tend to underestimate
the risk of accident (see Chs. 20 and 26). The interstate roads are thought to be (and are,
relatively) safer. Politicians were under pressure to raise the speed limit and reduce the
number of traffic tickets.

Answer to Question 2

Carbon monoxide comes from incomplete combustion of fuel. There are so many
cars that collectively they are responsible for much of the carbon monoxide. Where traffic is
caught in a jam, the car idles and relatively more carbon monoxide is emitted. People stuck
in traffic are much more exposed to carbon monoxide than people moving at highway
speeds.
