On several occasions since the end of the Persian Gulf War, the U.S. government
has turned to its citizens and asked for public support for its military actions. The
credibility of the government is a major determining factor in whether that
support will follow. So, in that regard, the issues raised in the case study have
just as much relevance today as they did in 1991. President George W. Bush's
administration initially justified the 2003 invasion of Iraq on the basis of military
intelligence that suggested that Saddam Hussein had developed and stockpiled
weapons of mass destruction. Initially, the American public overwhelmingly
supported the war. That support dramatically eroded when American occupation
forces failed to uncover any WMDs. Public doubts of Bush's credibility nearly
derailed his re-election and generated some of the lowest presidential job
approval ratings since the Watergate scandal.
