Answer to Question 1

Descriptive models simply describe relationships and provide information for evaluation. They are used to explain the behavior of systems, to predict future events as inputs to planning processes, and to assist decision makers in making decisions.
Prescriptive models seek to determine an optimal policy, that is, the best course of action that a decision maker should take to maximize or minimize some objective.
