Answer to Question 1

Carcasses that fail to pass inspection are condemned. The carcasses undergo rendering (placing them under severe heat to kill any organism that could cause problems). The rendered meat is then used as a by-product rather than for human consumption. It can also be used for pet food or other products, like fertilizers.
