The objective of any contract is to complete it on time and within budget according to the contract. If anything required in the contract is not completed then the party responsible for its completion would be in breach of contract; therefore, all of the parties to a contract focus on being in compliance with every clause in the contract.

It would be difficult for an engineer or a constructor who is not familiar with construction law to administer a contract as the owner's representative during construction because they are responsible for determining whether a construction project is being built according to the contract, plans, and specifications and they need to be familiar with construction operations, methods, and materials.
