Vinyl monomers with electron-withdrawing groups (EWG) can be polymerized by anionic catalysts in Michael-type reactions. The EWG stabilizes the negative charge of the chain-carrying anionic intermediate.

Since the nitro group is a strong EWG it should stabilize the chain-carrying carbanion intermediate in anionic polymerizations, and thus, be more reactive than ethylene.

Answer to Question 8

Cationic polymerization is favored when the vinyl monomer contains an electron-donating group (EDG) capable of stabilizing the chain-carrying carbocation intermediate.

Since the nitro group is an electron-withdrawing group (EWG) it should destabilize the chain-carrying carbocation intermediate and, thus, be less reactive than ethylene toward cationic polymerization.
