A contemporary cartoon likened one particularly convoluted district to a long-necked monster, nicknamed the “Gerry-mander” after Massachusetts governor Elbridge Gerry. Redistricting after the 2010 Censusproved that the gerrymander is alive and well, as evidenced by the new map of the Illinois Fourth Congressional District, nicknamed the “earmuffs” district, whichjoins two predominantly Latino areas in Chicago.
