Unable to bind the inducer (allolactose), blocking all transcription. Z": No functional B-galactosidase. Y‘: No functional permease. A‘: No transacetylase. OC: Fails to bind repressor protein, resulting in continuous (constitutive) transcription. P”: Fails to bind RNA polymerase or does so weakly.
