Answer to Question 1

Answer: Stage two thinking is more common in business contexts, stage 3 in the context of marriage and stage 4 in a legal context.

Answer to Question 2

Answer: Subsequent research has found that Kohlbergs assumption that moral reasoning leads to moral behavior tends to hold at the higher moral stages (stage 5 and up). People who reason at stages 3 or 4 might justify cheating because other people are doing it and getting away with it, which is a stage 1 to 2 level rationale.
