A disc brake may not be fully releasing because the wheel is difficult to rotate when the vehicle is off the ground. Technician A says to open the bleeder valve to see if the wheel now rotates freely. Technician B says that there could be a restriction between the master cylinder and the wheel brake. Which technician is correct?
