Technician A says positive crankcase ventilation (PCV) systems use a valve or a fixed orifice to control the flow of fumes from the crankcase back into the intake system. Technician B says the PCV valve regulates the flow of fumes depending on engine vacuum and seals the crankcase vent in the event of a misfire. Which technician is correct?
