It is not necessary that a condition (disability) be involuntary or immutable to be covered by the Rehabilitation Act. In fact the National Institutes of Health have identified physiological, biochemical, and genetic evidence that being overweight is not simply an issue of willpower, but a complex disorder of energy metabolism.
