A social worker received a phone call from a client's neighbor indicating concern that the client may pose a danger to her children and wants to know if the worker believes the client is a danger to others.
 
  The social worker responds that she cannot confirm that the person in question is receiving services and without written permission from the client there can be not comment on the request. This action most clearly reflects the social work value of
