Answer to Question 1

In 1916, a law prohibiting the shipment in interstate commerce of goods produced by factories or mines employing child labor was passed. In the 1918 case of Hammer v. Dagenhart, the Supreme Court held that the law was unconstitutional because it exceeded the limited power granted to the federal government under the commerce clause of the Constitution.
