A federation of unions that sought to organize the unskilled production workers largely ignored by the AFL (American Federation of Labor) was the Congress of Industrial Organizations (CIO). The AFL, in 1938 expelled all unions associated with the CIO. In 1955 AFL finally recognized CIO merged with the CIO.
