1. Purpose of ordinance (traffic, congestion, etc.) and whether there is a general welfare purpose.

2. The aesthetics issue and whether it is simply aesthetical concern.

In many cities and towns, these types of ordinances are being passed to control growth, allow adequate fire protection, etc.
