Answer to Question 1

Answer: C

HIPAA includes standards that protect the confidentiality, integrity, and availability of data as well as standards that define appropriate disclosures of identifiable health information and client rights protection. Nurses are entrusted with sensitive information, which at times must be revealed to other healthcare personnel in order to provide appropriate health care. In this case, the nurse may be required to report information to the state health department. Clients must be able to trust that their information is secure and will only be shared with appropriate entities. Nurses should not make promises to keep necessary information private.

Answer to Question 2

Answer: A

Public health organizations, such as local health departments, are available for those who are uninsured or underinsured. This provides the client with health promotion and preventive measures as well as treatment when the client is ill. Using the emergency department for preventive care is part of the increased cost of health care. The nurse should not give the client a vague message he or she needs need to find a care provider who gives free care. Rather, the nurse would refer the client to a specific place that can meet the client's needs. Flu shots at pharmacies require payment by the client and are not the solution for those with low income and no insurance.
