It assesses vulnerable populations as defined by race, geography, disability status, and age. Vulnerable populations are not defined by marital status.

The goal of Healthy People 2020 is to eliminate health disparities by improving access, quality, and care among identified vulnerable populations. While having insurance and a primary care provider may decrease health disparities, these are not specific goals for Healthy People 2020; neither is the elimination of co-payments for services.
