Most, but not all, states have accepted Congress offer to fund DNA testing in state
  crimes for persons who claim innocence, but many have restricted access to these
  funds.

If a credible and responsible system of punishment only punishes persons who actually
  commit the crime in question, how important is DNA testing in the criminal justice
  system, both at the federal and state levels?

Use credible sources (especially state government sites and reputable
newspapers and advocacy groups) to learn what your own state does with regard to
DNA testing. If there are restrictions, are they justified? Develop philosophical arguments
in support of and then opposed to those restrictions, if any. If your state does not provide
DNA testing, analyze philosophically their rationale for this decision.
