Ectopic pregnancy, as well as infection, accidental pregnancy, and expulsion of the device, are adverse effects of the progesterone IUD. The primary risk for COCs is the risk of thrombus formation. Ectopic pregnancy is not a risk from Norplant or tubal ligation.
