Answer to Question 1

The ability to communicate in a foreign language is highly desirable, but a strong competency in English is a necessity. A cultural understanding of the country in which you will work is also important, as are technology skills. It would be useful to have some international experience as well, either from traveling or living abroad (as, for example, in a student exchange program).
