The 1992 Maastricht Treaty had as a purpose to provide for the European Monetary Union and to create the European Central Bank, a single currency, and the fixed exchange rates. The Warsaw Pact and the Geneva Convention are not related to the European Monetary Union. The Treaty of Rome established the European Economic Community which eliminated all tariffs, but the Treaty of Rome did not propose a European Monetary Union.
