To a certain degree, adaptation to local markets is necessitated by legal requirements. In Germany, buy one, get one free offers are illegal. In France, premiums are restricted to seven percent of the product's value. In Belgium, retail sales can only run for a month and prices can to be cut below one third. Sweepstakes based on pure chance are illegal in Holland, Canada, Sweden, and Belgium. Puerto Rico requires promotions to be printed in both English and Spanish while Quebec requires promotions to be in French.
