Answer to Question 1

D
According to the text, the most successful attacks have been launched with the cooperation local governments. The text uses the example of a recent raid in China that helped to close numerous counterfeit battery operations. Appealing to the WTO or the U.S. government has proven to be less effective. Altering the package or product is effective in the short-run, but over time technology allows counterfeit operations to overcome most package or product changes. This may be found in the Combating Counterfeiting section (9-6b).
