The number of cells is the product of the levels of the variables. If there are two manipulated variables, there must be more than one level of each. Therefore there must be 2 levels of one and 3 of the other because these are the only 2 numbers greater than one whose product is 6.

There are 16 different cells in such an experiment (found by multiplying the numbers together).
