a retirement system proposed by Dr. Francis Townsend in 1930 that would have paid all Americans over age 65 a 200 a month allowance, to be funded with a national 2 percent sales tax

Answer to Question 2

that it is too broad in applying to people of all ages and not just retirees, and that it is merely a collection of loosely connected ideas
