Why do the oil-rich countries of the Middle East fail to fit into the classifications of Most Industrialized or Industrializing?

The oil-rich countries of the Middle East are not industrialized, but they are extremely wealthy. They purchase much modern machinery and other technologically advanced materials from the Most Industrialized countries, yet almost none of their citizens work at industrial jobs. If countries are classified based on the proportion of citizens that work in industry, the oil-rich countries would be erroneously classified as Least Industrialized. So, the author classifies them separately.
