What is happening with respect to funding for higher education?
 
  a. The share of all public universities' revenues derived from state and local taxes
   declined from 95 percent in 1991 to 80 percent in 2013.
   b. Since the recession ended, thirty states are still cutting their appropriations for
  higher education, and in all states except New York and Arkansas, higher education funding remains well below pre-recession levels.
   c. As tuition has soared at public state universities, financial aid has declined.
   d. Because tuition varies so much from one state to the other, and the Pell grant does
   not, many students in those states with higher tuition found college to be simply
   unaffordable.
