Answer to Question 1

In the 1990s, the United States and Russia reached agreement on two strategic arms reduction treaties: START I and START II. These treaties produced dramatic reductions in the number of nuclear warheads stockpiled by both countries. Then in 2010, President Barack Obama and Russian President Dmitri Medvedev signed the New Start Treaty in which these nations promised further significant reductions in their stockpiles of nuclear weapons. The New Start Treaty was approved by the U.S. Senate and came into effect in 2011.

Answer to Question 2

One precondition for violence is the existence of some social strain or social deprivation. This strain exists when some groups in society do not have the opportunity to achieve their goals through socially acceptable means. Another precondition for violence is competition between people over money, jobs, territory, and other scarce but valued resources. The more intensely groups compete, the more threatening each becomes to the other, and the more likely one side or the other will resort to violence or terrorism.
