Answer to Question 1

Drug maintenance programs provide addicts with drugs to substitute for the illegal drugs they were taking. The most common such drug is methadone, a synthetic opiate that is prescribed for addicts who enroll in government-sponsored treatment programs.

Answer to Question 2

The functionalist approach focuses on the strains, inconsistencies, and contradictions in the social system that can contribute to the drug problem. It posits that an inconsistency occurs when people are taught through the socialization process to pursue certain socially approved goals, such as success, but are then denied access to socially approved means of achieving those goals.
