What was Proposition 13, and what is its continuing impact in California?

  a. It was a 1972 ballot measure that restricted union organizing efforts by farm workers. Its passage meant that most farm workers have not been able to join unions; their wages remain low, and health-care coverage is almost nonexistent; but this allows producers to sell fruits and vegetables at low prices.
  b. It was a ballot initiative in 1978 that reinstated the death penalty. Today, California has hundreds of prisoners on death row.
  c. It was a ballot measure in 1978 that set property taxes at 1 percent of assessed value and limited annual increases in assessed value to a maximum of 2 percent per year. As a result, the state's revenues for public services and projects, including schools, have been greatly reduced from past levels.
  d. It was a ballot measure in 1982 that opposed construction of the California Water Project. As a result, farmers in the Central Valley and water consumers in Southern California have faced water shortages for the past twenty years.
