The main purpose of the Foreign Miner's Tax law and its amendments of the 1850s was to
 
  a. raise money for the new California state government.
  b. ensure that foreign miners did not take all their profits outside of California.
  c. drive foreign miners, especially the Chinese, Mexicans, French, and other nonwhite or Catholic miners, from the gold-mining districts.
