Answer to Question 1

Competency tests are used to determine whether potential graduates possess a minimum level of basic skills.

Answer to Question 2

Diagnostic tests are a special type of single-subject achievement test. They are used to identify students' specific strengths and weaknesses in basic subjects and perhaps in study skills as well.
