Strategic controls in service firms and NPOs are more difficult to create and monitor than in for-profit organizations. They are more subjective. The presence of human interactions makes the work processes and outcomes less certain. Operational controls are used in these organizations, too. In nonprofit organizations, financial reports are important, but less so than in for-profits because they do not directly measure the nonfinancial goals of the nonprofit. Other information from operational tasks may be similar to for-profit service organizations. But NPOs may find such measures more difficult to use consistently. In an NPO, productivity measures can be seen as a threat to some stakeholders whose services may be operating at less than optimal efficiency.
