Because the process is not simply logical and linear. It is characterized by wave-like expansions and contractions alternatively moving outwardly to gather and consider alternatives, information and ideas and inwardly to focus, evaluate and decide. If people relied solely on the red mode, they would leap too quickly to a solution, without considering all the possibilities, information and ideas.
