Managers in the formal structure know that their decisions are being evaluated by others and become used to examining the assumptions that they use to test alternatives and arrive at a solution. An organization establishes a collateral structure to improve the organization's ability to learn and adjust to new situations, and to enhance its ability to make decisions in an unstructured way. A collateral organizational structure allows an organization to maintain its capacity for change at the same time it maintains its stability.
